I create a fully-virtualised Debian on f8 with this:
virt-install --name=DebianEtch --ram=384 --vcpus=1 
--file=/var/lib/xen/images/DebianEtch.img  --file-size=3 --vnc --hvm 
--cdrom=/var/lib/xen/images/debian-40r1-i386-DVD-1.iso   --os-type=unix

Whether that works with earlier version, I'll leave you to discover; I 
don't have the hardware for it.

Note that (on f8) there are two viewers. virt-manager starts the wrong one.
