Fixed.
luci and ricci (part of conga) were released as a security release, while 
clustermon (which provides modcluster) was only released as an "enhancement" so 
it didn't initially go into the security updates.
It's there now.

You'll probrubly have to do a
   yum clean all
before it will be seen.
