It's likely, since there are so many different models of these. I 
consistently get the problem on Dell Poweredge 1850 Systems, with this 
lspci -n output for the NIC: 06:07.0 0200: 8086:1076 (rev 05)

Are you sure you would have noticed if the NIC had taken some 2 minutes to 
actually work after being brought up during boot?
