reboot freezes

I just installed SL4.4 on an Athlon 64 machine with a ASUS M2NPV-VM 
motherboard.  Shutdown works.  The machine powers off.  But, restart 
freezes.  Bad hardware or is it some new-fangled power on/off/reset 
standard the hardware folks are foisting on us?
