I had the same RH 8.0 problem. I took the latest SL4 source rpm for tzdata (tzdata-2006m-3.el4.src.rpm),
installed it, commented out the Conflicts: glibc-common line in the spec file
  ###Conflicts: glibc-common <= 2.3.2-63 
and then rebuilt the rpm.

It works fine, BUT, the old glibc-common rpm is still installed. The rpm database
shows that the timezone files are owned by 2 packages.

It's a fix until someone repackages the glibc-common rpm.
