     In the U.S.A. and Canada, the starting and ending times for Daylight
Saving Time is changing this year.  I've been looking around and can not
figure out how to change this information under Linux, specifically Scientific
Linux.  Is there an RPM available or some file I can edit?  I could always set
the TZ environmental variable to something huge, but I was wandering if there
was a better way.  Thanks.
