Just tested

Seamonkey (mozilla)
   - yes this runs on startup only (not on shutdown)
   - This is because our little addition to the startup script doesn't 
check if it's a startup or shutdown script, it just runs it.
   - It runs it only once

Firefox
  - Hmmm ... only runs on shutdown
  - that's potentially not good.
