Or even simpler remove the system-config-printer rpm!  One can then be 
really sure it won't ever overwrite any files.

Edit cupsd.conf once (unless you really need different acls for each 
printer just specify the allow/deny for the /printers/ location), and use 
either lpadmin or the cups-web interface to add/remove printers etc.

Don't trust me though --  we still use LPRng/UNIXlpr (for another 71 
minutes... and counting... )
