Hi,
Sorry about that.
It's up there now at

ftp://ftp.scientificlinux.org/linux/scientific/43/SRPMS/yum-conf-43-4.SL.src.rpm
ftp://ftp.scientificlinux.org/linux/scientific/43/SRPMS/yum-conf-4x-1-4.SL.src.rpm

Where they actually keep getting put is in

ftp://ftp.scientificlinux.org/linux/scientific/43/SRPMS/vendor/errata

but they aren't from the vendor, so they shouldn't be there really.  But 
beyond that, I had forgotten to put them up anyway, so it was really 
hard to find.
