Yes.
We always recommend a fresh install, but we also realize there are times 
when that really isn't an option.
You cannot do an upgrade via yum, you have to do the upgrade by doing 
the steps to do an install, but selecting 'Upgrade' when it asks if you 
want to upgrade.

You'll notice that the pictures are of plain scientific linux, not 
scientific linux fermi.  Every time I go to fix those up, something more 
important comes up, so they've just never been fixed.  But the idea is 
the same.
