irqbalance (the one from kernel-utils-2.4.13.1.80 as
on 4.3) detects on startup that your system does not
have multiple CPUs and exits silently...
(without reporting the error)

The init script mechanism 'thinks' therefore that
this service was started successfully and then
reports an error shutting it down .. as the service
is not running.

You can just remove it alltogether:

/sbin/chkconfig --del irqbalance

to get rid of the message
