i'd be grateful if anyone could suggest a solution to such problem.

at some point, my system started using strange coding, both in console
as in windows [for example the titles and message bars are now
unreadable]. due to that normal operation is impossible, cause lots of
program titles, or messages in console is unredable

console for instance, instead of some letters or other symbols is
showing squares, same with the gui windows.
