Since memtest86+ exists on many of the boot disk I need to know which are 
specifically asking about.

If you are taking about the SL4x boot disks then the answer is the 
Upstream vendor did not put it on.  

Note that I have just made a beta of a SL 4.3 i386 SuperDuper boot disk 
that has the latest memtest86+ on it.
