Thanks to all for the suggestions, turning off forwarding didn't help
but I think found the problem. Or, more accurately, I think I found a
way to treat the symptom. On the clusters I was working on I had
enabled 

LogLevel	DEBUG3

in my sshd_config. Further googling turned up suggestions that the
problem is timing related and switching LogLevel to INFO seems to have
cleared this up for me (knock on wood). It's always annoying when
getting debugging output turns out to be the cause of the problem.
