I've got a system I haven't updated yet, it's at

httpd-2.0.52-12.2

and the permissions on /var/log/httpd is 700
So ... it looks like it actually loosened up the permissions some for you.

Or is the problem that you had it set to something, and then it changed 
the permissions?
