I'm checking the yum list.  I don't recognize the 'Command REST not 
allowed by policy'
Can you get the rpm directly?  Can you do a

wget 
ftp://mirror.in2p3.fr/pub/linux/scientific/42/i386/errata/SL/RPMS/httpd-suexec-2.0.52-22.ent.i386.rpm

or a

wget 
ftp://ftp.scientificlinux.org/linux/scientific/42/i386/errata/SL/RPMS/httpd-suexec-2.0.52-22.ent.i386.rpm

I'm guessing that there is some type of firewall, or proxy in the way. 
I'm leaning towards a proxy in the way.  If that's the case there are 
ways to get around it ... I just don't know them off the top of my head.
