Actually in this precise case this is a problem of
apt mis-interpreting RPM provides / requires.
For time being you may install manually this rpm:
http://linuxsoft.cern.ch/cern/slc42/updates/testing/i386/RPMS/gcc4-c++-brokenprovidefix-0-1.cern.noarch.rpm
on your system, it will provide missing rpm 'provides'
info to make apt happy.
