Did I miss an announcement of some change or is the rsync server just 
permanently overloaded now?

$ rsync -l rsync://rsync.scientificlinux.org/scientific/
@ERROR: max connections (4) reached - try again later
rsync: connection unexpectedly closed (66 bytes read so far)
rsync error: error in rsync protocol data stream (code 12) at io.c(165)

I've got errors suggesting that attempts were failing overnight too.

Is 4 a sensible limit for the number of connections?
