What do you mean by network install cds.  The choice is either the network 
install cd or the full cd install set.

Which are you looking for.

If it is the "network install cd" .  It is in the standard Upstream Vendor 
location

ftp://ftp.scientificlinux.org/linux/scientific/<version>/<arch>/images/SL/

If it is the full cd set.

ftp://ftp.scientificlinux.org/linux/scientific/<version>/iso/<arch>/
