Ya know, I THOUGHT that this was the one release where I got this right 
... but *sigh* ... oh well.
In the end I had a bad link for 
ftp://ftp.scientificlinux.org/linux/scientific/4x/i386/misc/RPMS/yum-conf-4x.SL.noarch.rpm
It has been fixed.

I see from the other e-mails that you have already gotten upgraded, but 
just so that you, and others, know, your original starting point of doing
rpm -Uvh 
ftp://ftp.scientificlinux.org/linux/scientific/4x/i386/misc/RPMS/yum-conf-4x.SL.noarch.rpm

now works again.
