Use only the first!

Why fc4 and not el4?

Better no non-el4/sl4 repos, but if you have to better go fc3 (for
sl4), not rh9.

No, that's not possible!

Note that there is a package called medley-package-config, that
contains all known el4 repos (but no fc cross-repos).

As a recommendation: try

yum install meldey-package-config smart

and then

smart --gui
