Usually the postinstall scripts should create /cern as a symlink, so
this may already be doing what you want.
"rpm -i --relocate=/usr/libexec/CERNLIB=/cern --badreloc CERNLIB.."
should work as well.

Suggestions for improving the packaging of CERNLIB are gladly taken.
