As mentioned in the release notes the SRPMS are located in

  ftp://ftp.scientificlinux.org/linux/scientific/40/SRPMS/vendor/errata/

for all the vendor errata and in 

  ftp://ftp.scientificlinux.org/linux/scientific/40/SRPMS/vendor/original/

for all the "original" rpms.  They are in different directories so that 
one can tell when the SRPM was released.

In your case since the kernel is a errata it is in 

ftp://ftp.scientificlinux.org/linux/scientific/40/SRPMS/vendor/errata/kernel-2.6.9-5.0.5.EL.src.rpm
