 	It's not installed by default, but you can get it using yum 
install apt.

 	I put the kde.repo file in /etc/yum.repos.d and it upgraded the 
KDE packages through yum, and now they appear fine in synaptic. However, 
there are some dependancies broken, that do not appear through yum in 
SL nor apt-get in CentOS.
