/usr/lib disappearing either means your box has serious other trouble,
or something (SELinux?) is preventing rsync from reading it. Could you
check for messages from SELinux (in /var/log/messages)?

rsync is a special target under SELinux, see
/etc/selinux/targeted/src/policy/file_contexts/program/rsync.fc
/etc/selinux/targeted/src/policy/net_contexts
/etc/selinux/targeted/src/policy/macros/program/ssh_macros.te
