libjs is in neither RHEL3 or SL303. I expect there might be an oversight or the
license, Netscape Public, is a problem. I don't know. But you can get libjs
from here:

http://user.cs.tu-berlin.de/~ccorn/software/rpm/packages/libjs.html


Looks like they are nice enough to include a spec file too.
