The file RELEASE-NOTES.html is seen by all SL sites during the install,
which is the only time it is used. It contains issues which are generic
in nature. The real release notes are part of sl-release. I will also
put them in SL.documentation/ which is where the other Update release
notes are. Thanks for pointing this out.
