Itīķ available in Enterprise Linux kernels: 
make menuconfg
 in: General setup
 option: Kernel .config support

but itīs not set by default:
grep -i IKCONFIG /boot/config-2.4.21-20.EL
# CONFIG_IKCONFIG is not set
