There are options for rpm which say 'do not run pre or post scripts'
--noprerun --nopostun   or --noscripts
In fact, I had to use these yesterday to force an uninstall (a stupidity
of my own making)

I would say that these are very,very much a last resort, and it should
be found why the preun script doesn't work,
for the very good reason that the preun script is probably doing
something important.
