  Yes, but probably not without a little documentation from the sysadmin!
It is not that hard.  They need cygwin's setup.exe, a list of packages for
X11, and how to run X11 under windows.  For simplicity's sake, they can
use putty and the proper settings for forwarding X over ssh (as opposed to
openssh in cygwin).

  They only snag I found was when my windows account was in a domain, some
of the windowmanager install scripts barfed on my windows home directory
(requiring a symlink in cygwin and/or a change to my home directory
registry entry).
