I don't know whether there's a right way. But something like

   dd if=/var/log/lastlog of=lltmp bs=292 count=65000
   cp --sparse=always lltmp /var/log/lastlog

should do (292 seems to be the record size of the lastlog file; change
count to whatever it takes to accommodate the highest uid). Any better 
ideas?

BTW, SL3 has the same problem.
