Hi,
I've encountered an issue causing similar effects.
You may want to check how the local name of the machine is
declared in /etc/hosts.
In my case, after installation, the hostname (say for example:machine)
was declared as an alias on the IPv6 loopback (::1), even if it was
a true IPv4 adresse. The file looking like:
/etc/hosts:
127.0.0.1 localhost.localdomain localhost
::1 machine localhost6.localdomain6 localhost6
The correct /etc/hosts should have been:
127.0.0.1 localhost.localdomain localhost
::1 localhost6.localdomain6 localhost6
V.X.Y.Z machine.mydomain.tld machine
The erroneous file was causing random and strange slowdown.
