That seems odd.

$ rpm -qp fvwm2-2.4.6-1.SL4.x86_64.rpm --requires | egrep -i glibc
libc.so.6(GLIBC_2.2.5)(64bit)
libc.so.6(GLIBC_2.3)(64bit)
libm.so.6(GLIBC_2.2.5)(64bit)

These versions of fvwm/fvwm2/fvwm2-icons were built on SL4.4 and are 
installed on a number of boxes here though they don't get a LOT of use I 
know they install ok...

$ arch
x86_64
$ rpm -e fvwm2
$ rpm -Uvh fvwm2-2.4.6-1.SL4.x86_64.rpm
Preparing...                ########################################### [100%]
    1:fvwm2                  ########################################### [100%]
$ rpm -q sl-release
sl-release-4.4-4.noarch
$ rpm -q glibc
glibc-2.3.4-2.25.x86_64
glibc-2.3.4-2.25.i686

If you get an error when attempting to install/use what does it actually 
say?
