That assumption is ill-conceived. If I were new to Linux and
particularly RHEL/RHEL-Clone and if it is documented behaviour, I would
most likely have picked it up. However, I've been using Red Hat Linux
and its successors since 3.0.3 and its been my primary OS since RHL 5.0.
Without retraining, and I've never had any training in Linux, most
people probably won't pick up all the changes.

I missed that one. Fixed.

Even that's not clear to me. In any event, most tyros would be using
Fedora or openSUSE or Ubuntu. Those are where all the noise is, and
where the latest and greatest can be found, and they are what I use if I
don't mind the possibility it might get borked from time to time. As
Fedora does.
My wife's system (which might be CentOS5) asks her whether apply
updates. That's far preferable to just doing it.

Last I looked at SORBS, its future was under a cloud. I did though check
my IP address against it last week and it was fine then.
In any event, I have my own rules that prevent most of the world from
sending email to herakles.homelinux.org. I whitelist selected list
servers by use of DNAT firewall rules. If your mail server's not on the
whitelist, it attempts delivery to mail.js.id.au and that server refuses
to relay it. Connections from whitelisted sites go to a second server
inside my LAN.
It's just crossed my mind, you may have misread the message your
received. Even though SORBS' future is under a cloud, I decided to use
it. One of its lists is of dynamic/dialup IP addresses. I've monitored
the email that gets rejected, and it seems most probably it is spam. I
don't expect to get much email from continental Europe, South America,
China or Asia.
If you do not use your IAP's email service to relay your outgoing email,
you will have problems sending email, and not just to me.
I do not use mx1.mailhop.org. If it's not on my whitelist, it cannot
send email to herakles.homelinux.org whether it's in a SORBS list or not.
I receive this list, I will see any replies directed to it.
