You should probably ask the PGDG RPM maintainer.  It likely would be 
documented in the package's changelog.  I remember making (or at least passing 
along upstream) changes like that the five years I maintained the PGDG RPMs 
years ago, some of which made it into the official Red Hat packages and some of 
which did not.
