I think that is a feature, they took it out on purpose.  If you need this
I think you have change the startup scripts for X to re-enable this.

Or use the Update 1 version which seems to have put it back.

I have no idea if this will help the issues other than xhost , there is a
newer version of X with Update 1.  This is available now for testing in

ftp://ftp.scientificlinux.org/linux/scientific/40rolling/i386/
