* Check whether your xinetd knows about "rsh" (/etc/xinetd.d/rsh, not
"disabled", xinetd restarted/signalled)
  test from within the machine via
telnet localhost 514

once that works, check your firewall settings.
rsh-with-command is on port 514/tcp. rsh-without-command is really
rlogin and sits on 513/tcp.
