PyQt is a package that didn't make it over to the RHEL line, so it's not 
being upgraded.  Unfortunatly all the libraries that PyQt depends on are 
getting upgraded, which causes the problem that you see.

What to do?

   yum remove PyQt

I think you'll find that you don't miss it.  Then continue with

   yum upgrade
