I'm posting this in case others run into the same problem.

After running the build.release.site.sh script, target install hosts
would complain about a missing keymap.  A carriage return would get
things rolling again, but for my kickstart installs this was an issue.

As always, google in this answer.  It winds up that having the serial
console configured on the host that I ran the build.release script on,
breaks things.  Booting with out the serial console and re-running the
build.release script fixed the problem.
