It appears that when one loads aspell via the GUI interface to yum,
there is no requirement to load an actual dictionary. Thus, when I
invoked aspell (as well as the ispell interface to aspell), it
generated: Error: No word lists can be found for the language "en_US".
However, by manually selecting English dictionaries for aspell from
the add/remove software GUI yum interface, the problem was corrected.
Thus, a better approach -- perhaps beyond what TUV does -- is to force
the installation of at least one such dictionary when aspell is being
installed. This selection might be made semi-automatically depending
upon the keyboard language selection that was made during the
installation of EL.
