Hi, 

gnome-control-center is not a fundamental or important application. I agree
that probably it has been eliminated by RedHat for unknown reasons.
Anyway:

1) It was present in RHEL6beta has shown here:
http://www.dedoimedo.com/computers/rh6-beta.html

2) It is present in all Gnome based distributions like debian, ubuntu, suse
etc. as part of the gnome environment. 

3) In Scientific Linux 6 there is a last residue of this disappeared
application: if with "alacarte" you click in Preference Menu and with 
right mouse button on the "Control Center" item, looking at Properties, you
will see a call to the "gnome-control-center" application.
