There is no real answer for this because it can be so many things. 
Basically this is a theme.  There are already a few installed by 
default, they are in /usr/share/gdm/themes/
Make your theme, tar it up, and send it in.

320 x 200 pcx file
If you don't know what a pcx file is, don't worry, the gimp does. :)
If you need an example, it is installed as /boot/message.
You might need to rename it as message.pcx.

It is best to test this to make sure it fits the menu correctly.

640 x 480 png, or xpm file.  It ultimatly get's put as a xpm.gz file.
If you need an example, it is installed as /boot/grub/splash.xpm.gz

This is another one that you really should look at it installed to see 
if the menu fits right.

This is more of a theme again, but can be just a picture.
/usr/share/pixmaps/redhat/gnome-startup.png
is what it currently is

Look at /usr/share/apps/ksplash/pics/ for an example

Download the anaconda src.rpm from Fedora 3, and change the pictures in 
the 'pixmap' directory.

I'm also open to suggestions as to what the color scheme of the 
installer should be.
Last time, someone told me "just make it black and white" ... and I have 
to say, that really turned out good.  (well, so I made it shades of 
black and white, but it is close enough)
But a set of Red Green Blue numbers is always welcome too.
