Hi folks
The "poweroff" command was indeed resetting the NIC to "Wake on d" before shutting down.
I forgot to mention that I had replaced the ETHTOOL_OPTS = "wol g" in the ifcfg file with a systemd service according to http://www.linuxunit.com/add-systemd-service-to-start-wake-on-lan/
This replacement has a "stop" option in the wakeonlan.service, which poweroff was calling.
When I removed this option, wake on lan worked OK. I have informed the author of the issue and await a response.
