I don't understand the question.

My guess: a patched version will be released with/for 5.4.

My guess: when 5.4 will be released.

For a 'normal' security or bugfix release: a few days.

For a new minor version (like 5.4): a few days more. Many packages need 
rebuilding, and the infrastructure has to be made for the new minor release.
