Have you looked at Condor and Open MPI:
 	http://www.cs.wisc.edu/condor/
 	http://www.open-mpi.org/
? Both are open source and available for Linux and Windows;
openmpi is included in SL5.

I'm not sure that either is what you are looking for,
but I'm not sure that they are not.
