Do you have any other repo files for sl-fastbugs?  If so, change the 
[sl-fastbugs] at the top of your sl-6.4-fastbugs.repo file to something 
else, such as [sl-fastbugs-6.4].  Yum is seeing multiple files with 
[sl-fastbugs] in it, regardless of the enable/disablerepo options.  The 
enablerepo should use the string between the [], not the filename.
