yum.cron now uses /etc/yum.conf for a template for it's configuration
file. If /etc/yum.conf has an excludes line, it will append the excludes
in /etc/yum.d/yum.cron.excludes. If /etc/yum.conf does not have an
excludes line, it will add the one from /etc/yum.d/yum.cron.excludes
yum-conf-3x was created for those users who want to be at the latest
stable release. It is always pointing at the 3x area.
