You should NOT use linux03.fnal.gov as that system will be retired soon.  
The proper address is

ftp://ftp.scientificlinux.org/linux/scientific/40/SRPMS/vendor/*

The -22 kernel source has just been uploaded to SRPMS/vendor/errata/
