This might seem basic, but have you restarted the sendmail daemon?
We recently had a machine that we didn't know was trying to send out 
quite a few reports to root, but for some reason (we never found out 
what) the sendmail daemon had died.  We did a
   /etc/init.d/sendmail restart
for something else, and suddenly got swamped by a couple months of 
e-mails that had built up.
