Jean-Michel,

Our our local mirror of Fermi, tcl.h is in tcl-devel which is:

.../SL/3.0.2/i386/notsupported/RPMS/tcl-devel-8.3.5-92.i386.rpm

So you should be able to locate it on the Fermi system in the
`notsupported' bit.
